Background

The DC Developmental Disabilities Council (DDC) is established and operates by the Developmental Disabilities Assistance and Bill of Rights Act of 2000 - Public Law 106-402. The DDC consists of 23 community members and representatives of government agencies appointed as council members by the Mayor's Office. The Mayor appointed body established in accordance with the mandates of the D.C. Developmental Disabilities Basic State Grant Program and Mayor’s Order, amended November 3, 2021. The Offices of Disability Right is the designated state agency that provide legal identity, administrative and fiscal support to DDC. 

The Developmental Disabilities Council of the District of Columbia seeks to strengthen the voice and presence of people with developmental disabilities and their families in DC in support of greater independence, inclusion, empowerment, and the pursuit of life as they choose. We strive to create change that eliminates discrimination and removes barriers to achieve full inclusion, diversity, and equity through our advocacy.

This Notice of Funding Availability (NOFA) for FY2023 DDC Grants Awards. The purpose of these grants is to provide leadership and advocacy training for people with Developmental Disabilities and family members; facilitate innovative projects and activities on health and community living. The DDC support creative ideas in DC that will build inclusive communities where people with and without disabilities thrive together. The DDC enable the awarding of federal funds through the DD Act, Request for Application (RFA), action plan to assurance the implementation of the DDC Five-Year State Plan 2022-2026. The federal funds grants are awarded accordance with the Administration for Community Living and U.S. Department of Health and Human Services regulations published at 45 CFR Part 75.
 

State Plan Activities

1.1.2 Peer-to-Peer self-advocacy and leadership training.

1.2.3 Train family members of people with developmental disabilities from the Latina/o/x and Hispanic communities in leadership and advocacy.

1.2.4 Expand parent support groups that facilitate learning about developmental disabilities, services and support in the community and engage with family members of people with DD in Latina/o/x communities.

1.3.3 Support intensive leadership and advocacy training for family members of people with developmental disabilities those with diverse cultural identities.

3.2.1 Support educational programs, activities, and support groups for people with DD and their families with diverse cultural identities to understand their rights to have healthy and safe relationships, to recognize abuse, bullying, neglect, sexual or financial exploitation, violation of legal or human rights, and to develop skills to create personal safety plans to live well in their community.
 

Eligibility

Public and private entities, nonprofit organizations, education institutions, community-based organizations, faith-based organizations, and fiscally sponsored unincorporated groups.  

Length of Awards

The Grants Awards will be made in early FY2023 and last through September 30, 2023

Available Funding for Awards

The DDC mini-proposal grant award amount is approximately between $10,000 -$20,000.
The total amount available for the grants award FY 2023 period is approximately $100,000. 
 

Anticipated Number of Awards

It is anticipated that the DDC will have funding available for approximately 5 to 7 new awards.  

Funding Source:

The source of funding for this grant award is the U.S. Department of Health and Human Services, Administration for Community Living, Administration on Disabilities through the Developmental Disabilities Basic State Grant and Office of Intellectual Developmental Disabilities.

Request for Applications or Request for Proposal

The Request for Applications (RFA) will be released on Friday, October 7, 2022, and the deadline for submission is Tuesday, November 8, 2022, at 11:59pm

The RFA will be available on the DDC’s website - https://ddc.dc.gov/ and the application can be found at   FY 23 - Notice of Funds Available (NOFA) through DD Suite. The DC Developmental Disabilities Council (DDC) office at 441 4th Street NW, Suite 729N, Washington DC 20001

The DDC will facilitate one orientation for the Grants for FY 2023 (pre-application) on Tuesday, October 18, 2022, from 1:00-2:00pm at Zoom Platform.
