Project Description

The Nevada Governor’s Council on Developmental Disabilities (NGCDD) is seeking proposals for grants to help meet the Council’s goals and objectives listed in the Five-Year Plan for Federal Fiscal Year 2017-2021 which can be found at www.nevadaddcouncil.org.

This grant supports GOAL 3:
In conjunction with individuals with intellectual and developmental disabilities and community entities, develop and strengthen systems that improve quality of services and access to quality services and supports in their local communities.

Federal Area of Emphasis: Quality Assurance

Objective 3.3
Develop and/or strengthen a minimum of one system that improves quality of services and access to quality services and supports for individuals with I/DD in their local communities by working with agencies to bring awareness and training to public safety and emergency responders throughout the State of Nevada.

*This is not limited to first responder training. Initiatives can include research, strategic planning, collaboration, capacity building or systems change efforts to better meet the needs of individuals with I/DD in an emergency.

• Work with Public Safety Entities to develop and provide awareness and training to Emergency Personnel across the state regarding the needs of individuals with I/DD in order to provide a higher level of care and service to individuals with I/DD.

Expected Outcomes:
• More public safety entities will have the information they need to interact effectively with individuals with I/DD
• Individuals with I/DD in Nevada will experience a decrease in traumatic impact during an emergency situation, while maximizing a higher level of care and service.

The NGCDD

Council Background
The Council is established under NRS 232.320 and exists within the State of Nevada under Federal Mandate: Developmental Disabilities Assistance and Bill of Rights Act of 2000 (DD Act). The NGCDD is funded annually by the federal Administration on Intellectual and Developmental Disabilities (AIDD) with matching funds of 25% appropriated by the Nevada legislature. Federal mandates dictate that Council’s use fund to such funds to complement and augment rather than duplicate or replace services for individuals with developmental disabilities and their families who are eligible for Federal assistance under other State programs.

The NGCDD accomplishes its federal mandates through different avenues. Some activities are carried out by NGCDD staff; others are accomplished by partnering with agencies and organizations to address areas of mutual concern. Finally, the NGCDD identifies gaps in service delivery and provides sub-grants to develop and implement projects that address innovative ways to fill those gaps and develop infrastructure for the State.

Developmental Disabilities Definition

(A) A developmental disability is a severe chronic disability of a person five years of age or older which (i.) is attributable to a mental or physical impairment or combination of mental and physical impairments; (ii.) is manifested before the person attains age twenty-two; (iii.) is likely to continue indefinitely; (iv.) results in substantial functional limitations in three or more of the following areas of major life activity: (I) self-care, (II) receptive and expressive language, (III) learning, (IV) mobility, (V) self-direction (VI) capacity for independent living; (VII) economic self-sufficiency; and (v.) reflects the individual's need for a combination and sequence of special, interdisciplinary, or generic services, individualized supports, or other forms of assistance that are of lifelong or extended duration and are individually planned and coordinated. (B) Infants and Young Children - An individual from birth to age 9, inclusive, who has a substantial developmental delay or specific congenital or acquired condition, may be considered to have a developmental disability without meeting 3 or more of the criteria described in clauses (i) through (v) of subparagraph (A) if the individual, without services and supports, has a high probability of meeting those criteria later in life

To apply for a project grant from the NGCDD, an organization must be a non-profit entity (as described in Section 501 (C) Internal Revenue Code), for profit corporation, educational institution, state agency, or local governmental agency performing or anticipating performing a function relevant to program goals of the NGCDD. Corporations must be registered with the Nevada Secretary of State and licensed to do business in Nevada. All applicants must have a Dun and Bradstreet "DUNS" number and be a registered vendor with the State of Nevada.

Excluded Parties: It is the policy of the NGCDD to enforce Executive Order # 12549 which requires that no contractors or sub-recipients of Federal funding are to be found on the List of Parties Excluded from Federal Procurement or Non-Procurement Programs. The list of debarred parties can be found at https://www.sam.gov/SAM/. Entities requesting funds for projects which have a federal, state or local mandate to be delivered by the applicant organization. Additionally, individuals, partnerships and unincorporated entities are not eligible.

Grantees must comply with regulations, assurances, guidelines and requirements as they relate to the application, acceptance and use of State of Nevada and Federal funds in the NGCDD Grants Manual as well as:
o Electronic Code of Federal Regulations
o State Administrative Manual
o Accessibility requirements of Section 508 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act (ADA) of 1992

Budget and Assurances are provided in the Attachments Section and must be signed and returned along with the application.

NGCDD decisions regarding grant awards are made by the Council and are final.
